How Lim Yat
National/International Airworthiness and Aircraft Accident Investigation
At
66 years of age, Watson How had over 45 years of aviation experience in
a wide aircraft engineering and airworthiness field. He was an Aircraft
Engineer; Airworthiness professional in a National Organization (CAAS)
and an International Organization (ICAO). He was an Aircraft Inspector
of Accidents for 17 years. He is a FELLOW of the Royal Aeronautical
Society (FRAes). He was awarded the Public Administration Medal (
Bronze ) by the Government of Singapore ( PPA ). Experience-wise as an
Aircraft Engineer, Watson How was in charge of Aircraft Heavy
Maintenance in an airline hangar; Line Maintenance Manager of a Ground
Handling Company.
He
spent 20 years in the Airworthiness of CAAS playing a KEY role in
setting up the Airworthiness Division. He was involved largely in the
management of airworthiness including approving organizations,
certification of used and new aircraft, licensing of engineers,
updating regulations and practices, bi-lateral airworthiness agreement
besides others.
Watson
How spent 5 years in the International Civil Aviation Organization
(ICAO) based in Montreal, Canada, as the Airworthiness Expert. Besides
normal functions, He was the Secretary to the Continuing Airworthiness
Panel (CAP), Secretary to the Committee on Aviation Environmental
Protection (CAEP), Secretary to the Study Group on the Introduction of
Security into Aircraft Design (ISAD).
He
was responsible for Airworthiness matters relating to relevant Annexes
to the Chicago Convention. He was actively involved in the ICAO
Universal Safety Oversight Programme from the onset till my retirement.
Since retirement, he lectured at the Singapore Aviation Academy (SAA)
on Safety Oversight till 2003. He was involved in Consultancy and
Advisory roles for National Regulatory Authorities; Airlines and
Private Enterprises on Airworthiness matters.
