Khai
Leong enjoyed a long and illustrious career in the airline and aviation
industry.
Khai
Leong started his career in Malaysia-Singapore Airlines. When Singapore
Airlines (SIA) was first established, Khai Leong joined SIA as a
Licensed Aircraft Engineer.
From
1975 Khai Leong was appointed Quality Control Manager in SIA. Khai
Leong served as a Quality Head from 1975 to 2002 where he served as
Vice President Quality and Security.
Khai
Leong retired from Singapore Airlines in 2002. During his tenure in
SIA, Khai Leong served as board directors of joint venture companies –
Fuel Accessory Service Technologies Pte Ltd, Asia Surface Technologies
Pte Ltd and Aero-Engine Services Pte Ltd.
As a
Head of Quality in SIA, Khai Leong responsibility include:
- establish and monitor procedures and practices
to ensure quality standards are met.
- Represent SIA Engineering in meeting with
Aviation Regulatory Authorities and ensure approvals issued by these
authorities are current (16 approvals including CAAS, FAA &
JAA).
- In charge of 8 Departments with a total staff
strength of 150
- Quality Audits and investigations of incidents
and accidents
- Calibration Laboratory – linear, electrical,
particulate and mass measurements
- Non Destructive Tests – Radiography,
Ultrasonics, Eddy Current, Magnetic Particle, Dye Penetrants, Visual
Aids & Thermography
- Technical Records – Aircraft documents, Monitor
of flight hours & check cycles
- Technical supplies inspection – incoming spares
inspection
- Reliability-statistics and alert values of high
removal rates, recurring defects & infant failures
- Safety & Security
- Technical Training
During
his tenure, Khai Leong:
- Introduced Human Factors Error Management
Training for all levels of technical staff (3,500).
- Chair the ISO 9000 & 14000 Committee
and Tender Committee
- Member of SIA Air Safety Committee and
Reliability Committee
- Editor-in-Charge of in-house technical
newspaper “Update” as well as a general social information newspaper
“Blue Collar” on a quarterly frequency.
- Managed an approval system for qualified
technical staff
- Granted Despatch Authorisations jointly with
Chief Pilots to allow continuation of a flight when an item is outside
the MMEL but is considered safe for flight.
- Issued Inspection Notices to hightlight safety
requirements maintenance practices and procedures such as Duplicate
Inspections
